Was this done with actual pastels, or “digital pastels”? In either case, the effect is emotionally inciting; melancholy floods the mind of the viewer. The ‘blurred’ “anitiqued” effect of the composition creates the effect. Reminiscent of aquatinted post cards of ther early 1900s. Very impressive, indeed!
